An open letter to the powers at be

Dear TTB (Alcohol and Tobacco Tax and Trade Bureau)

This years harvest is extremely late and it appears that we might not be able to pick all of this year's fruit before the end of the year.  If we do put off harvesting some fruit until January can we still label the wine with the "2011" vintage?  If not could we perhaps use "2011 and a half" or maybe "2011*"?
